Except for ffs(), they operate on strings. index(), rindex(), and strcasecmp() need nul-terminated strings. See the specific manual pages for more information. See string(3) for string functions that follow ANSI X3.159-1989 ("ANSI C89") or ISO/IEC 9899:1999 ("ISO C99"), bstring(3) for functions that operate on strings that are not nul-terminated, and bitstring(3) for bit-string manipulation macros.
